Minutes for December 10, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda


  • Call to Order
The meeting was called to order at 7:02 PM.



  • Pledge of Allegiance
Chairman Clifford Emery led the recital of the Pledge of Allegiance.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes December 3, 2014

  • Discussion held between 5:00 & 7:00 p.m.
The Police Chief was in to go over some everyday issues and things that were going on in the Department.

Ron Smith, our auditor met with the Board to go over the preliminary audit report.  Everything looks fine and the Town is in excellent financial shape.  There were a couple of minor issues he wants the Board to address and there are some new guidelines that the Town falls under for federal grants.  Our Internal Control Document needs to be updated and he said he will help the Board with that.

The Board got a response from someone with Buxton Girls Softball regarding the issues at Town Farm Park.  The Selectmen will be talking with those individuals and the Trustees of the Park after the holidays.  

The Selectmen talked about the school budget and the Budget Advisory Committee that Penny, Peter, and Dennis are on.  Selectman Emery reported that next week our State Representatives are going to be here at 6:00 PM to talk about issues the Board wants them to bring up during this Legislative Session.  

The Board talked about the Buxton Toy Box that is now in full swing.  Selectman Emery said it has been a great program and will be a great program this year.

  • Information Re:  25th Festival of Trees & other events being held at the Bar Mills Community Church the week of December 8-14
  • Notice Re:  Buxton Transfer Station changing hours of operation Tuesday, January 6, 2015.  
Starting January 6, 2015,  the new hours of operation on Tuesdays will be 9:00 AM to 5:00 PM, and other than that the hours are the same as they have been (Thursday & Saturday 8:00 AM -4:00 PM).



  • Review of Projects and Issues
Selectman Burns shared information on the 12 Town Group Meeting he and Selectman Emery attended Monday night.  It was a joint meeting between the 12 Town Group they normally go to in Sanford, and the York County Advocacy Group that consists of the 11 Town Managers for the larger towns in York County.  He said there were also 10-11 elected officials there and the discussion concerned items pertaining to York County that the group can work with Legislators on to help the County.  Selectman Burns talked briefly about some of the subjects that came up and said this is first time members of 12 Town Group participated with the Advocacy Group.  

Selectman Burns is planning to attend the SAD 6 Budget Advisory Committee Meeting along with Selectman Booker and Selectman Santolucito.

Selectman Booker said she has been working on general things, and day-to-day items this week.  Last week she went to the Administration Building where there was a community forum meeting to discuss the school budget.  She expressed disappointment that no one from the community came and suggested that the Board start including those on their agenda to help make people aware of when the community meetings are.

On behalf of the Board, Selectman Harmon offered condolences to the family of Jack Hanna who passed away yesterday.  Jack was very active in the Town and most recently was a member of our Board of Appeals.  He was one of the few regulars who attended the Selectmen Meetings and she said his presence will be missed.

Selectman Harmon said a resident came in this week.  One reason was to bring a flag that was flown in Afghanistan after 9-11 that the resident would like to give to the town and is willing to pay for it to be displayed in a case at Town Hall.  The other reason was to talk about changing a road name that had been changed back when 9-1-1 addresses started.  The plot of land has been in the family for quite some time.  They live there now and relatives who were visiting could not understand why the road name had been changed. There was a letter that Selectman Harmon copied for the rest of the Board to read.  She said she had Krystal Dyer do some research on it, and the Board will be responding to the resident.

Selectman Harmon has been working on expiring terms for some members of Boards and Committees.  Most of the terms expire December 31 so she will be sending out letters to find out their interest in staying on.

Selectman Harmon mentioned the Wreaths Across America Ceremony that will take place this Saturday.  She said she is planning to attend.

Selectman Emery was in a couple of times last week going over day-to-day issues.  He said the Board talked about having a Workshop and after the holidays the Selectmen will meet with people from Girls Softball and the Trustees of Town Farm Park to get those issues straightened out, and they will schedule a Workshop to get some other work done.

The week of Christmas Eve or New Year’s Eve, there will be no Selectmen’s Meeting.  The Selectmen will be coming in to sign the Warrants.  The hours for Christmas Eve and New Year’s Eve will be 8:30 to 4:30 PM.

Selectman Harmon noted that the Selectmen’s Meeting next week will be in their office as the Toy Box will be moving into the large meeting room.

  • Other Business
South Buxton Cemetery Association invites you to join them for their 8th Annual Wreaths Across America Ceremony that will be held on Saturday, December 13, 2014, at 11:30 AM, at South Buxton Cemetery, 1187 River Road (Route 112) in Bar Mills, ME

The Festival of Trees will be at Bar Mills Community Church on Portland Road, Buxton on December 8 – 14.  For more information you can call 929-8283.

Starting Tuesday, January 6, 2015 the Transfer Station will have new hours: Tuesdays 9:00 AM ~ 5:00 PM; Thursdays & Saturdays they will be open from 8:00 AM ~ 4:00 PM.



  • Public Comments and Questions
Selectman Jean C. Harmon said that last Friday she helped with the Good Shepherd Food Bank Food Mobile that was at the old town garage.  She thanked the Fire Police who were there to help direct traffic and did a phenomenal job.  She said she had a great group of volunteers and could not thank them enough for doing such an outstanding job.

Selectman Emery acknowledged Dave Harmon who was here for the meeting and works for Central Maine Power Company.  He said he feels that the Board would be remiss in not thanking Dave and all of the people who work for CMP who go out of their way on holidays, weekends, nights, and whenever they are needed to put the power back on.  He thanked Dave again and expressed how much we all appreciate the work the CMP crews do.
